As the direction of human freedom, morality as responsibility is a
central human concern. It brings to the fore issues of self and
other, of individual identity and relatedness, of purpose and goal.
All of these when creatively interwoven by a people form a culture
which in Cicero's etymology is understood as a way of “cultivating
the soul.“ Hence moral responsibility is the capacity to exercise
freedom.

But whereas cultures are relatively stable this is a time of change.
This is experienced notably by China as it transits from a rural to
an urban society. What had been a culture in which responsibilities
extended to neighbor known intimately in village life now moves to
the more anonymous life of mass urban housing complexes.

This is further compounded by the responsibilities that are global in
character. As the major industrial power China reaches out to draw
raw materials from, e.g., Africa and exports its finished products
across the world. In this global context responsibilities expand so
that the ancient expression “all under heaven“ takes on a literal and
contemporary meaning.
