Multilateral negotiations at the United Nations Framework Convention on Climate Change (UNFCCC) are progressing toward the 21st session of the Conference of the Parties in Paris in late 2015, where parties are to negotiate a new comprehensive international climate agreement that will come into effect in 2020.  The 20th session of the Conference of the Parties (COP 20) in Lima in December 2014 is considered to be a vital step in this process.  Most of the issues that are to be negotiated at the 2015 summit have to be worked out and finalized at COP 20 in Lima, well in advance of the final Paris negotiations.  In other words, Lima 2014 is the juncture that will set the tone for a new era of international cooperation on climate change.

These momentous times present an opportunity for the international community to learn lessons from the Kyoto era and to rethink some of the concepts, principles, and policy architectures that have dominated the climate policy landscape for the last 20 years in order to develop a framework for improved and more effective international cooperation. Many of the issues on the negotiation table are novel, both conceptually and practically. Policy instruments, including such novel architectures as the Warsaw international mechanism on loss and damage associated with climate change, have great moral and political significance, and do not have precedents. The negotiation dynamics generated by these novel issues and instruments raise a wide range of questions that deserve both systematic normative analysis and philosophical reflection.

Ethics, Policy, and Environment is seeking manuscripts that provide sophisticated and informed normative analyses of issues under consideration in Lima as negotiators press toward a new international agreement.  The special issue, to be published during the summer of 2015, will be a forum for the latest, most cutting edge scholarship on the issues central of COP 20.  Issues may include:

?      Warsaw mechanism on loss and damage

?      Policy architectures for international risk-management

?      Policy linkages for emissions reduction (including Clean Development Mechanisms)

?      The distinction between commitments and contributions within the new treaty

?      The place of fairness and equity in the new treaty, particularly in relation to the Durban Platform for Enhanced Action

?      Climate finance and innovative financial mechanisms

?      REDD+

?      The role of international law and international institutions

?      The structure of multilateral negotiations at UNFCCC
